The Kenya Rural Roads Authority (KeRRA) is a state corporation established under the Kenya Roads Act 2007, with the responsibility for management, development, rehabilitation, and maintenance of rural roads. The Authority wishes to invite tenders from competent pre-qualified firms and Special Group (Youth Access to Government Procurement Opportunities, Disadvantaged Group-Women and Disadvantaged Group-Persons with Disabilities) for Road Works as listed in the table below.

Tender documents may be obtained from Authority’s website; www.kerra.go.ke free of charge.

There will be a Mandatory Pre-tender site visit on Tuesday 8th October, 2019 starting 9.00AM from our KERRA Siaya Office situated at Public works.

Bidders should arrange for their own transportation.

SUMMARY OF INSTRUCTIONS TO TENDERERS.

  • Duly signed pre-tender site visit certificate.
  • Duly filled Power of Attorney (Certified by Commissioner of Oaths).
  • Duly filled Anti-corruption pledge form.
  •  Sworn affidavit confirming that the firm has no history of any non-performance of previous contracts.
  •  Duly filled and signed environmental and social commitment form.
  •  Litigation History (Sworn Affidavit).
  •  Sequential serialization of the Bid document.
  • The Following must be submitted together with the tender for bids under (AGPO) cluster category:-
  •  Certified copy of the Certificate of Incorporation/Registration of the Company/Group.
  •  Certified copy of Roadworks Registration Certificate and the Annual practicing certificate from the National Construction Authority NCA 8 and above.
  •  Copy of a Valid Tax Compliance Certificate.
  • Certified copy of KRA PIN & VAT Certificate.
  •  Certified copy of Certificate of Registration in the relevant and respective target group issued by the National Treasury, for Small works and Engineering ( for tenders reserved for Special Groups).
  •  Certified copies of National Identity cards (IDs)/valid passports for all Directors/Partners of the Company/Group.
  •  Certified copies of Directors’ KRA PIN certificate.
  •  Those bidding for Persons with Disabilities contracts must attach copies of IDs issued by the NCPWD for the Directors who are disabled (Certified Copies).
  •  Certified Copy of recent CR 12 form – recent 12 months.
  •  Proof of having opened a Bank account in Firm’s/Group’s name.
  •  Bank accounts statements for recent three months for open tenders.
  •  Current Workload.
  •  Professional and Technical Personnel plus copies of their CVs (to confirm of availability to work).
  •  Proof of ownership of Equipment holding or proof of a valid and executed lease agreement of equipments listed.
  •  Duly/Correctly filled  and stamped Tender form.
  • Audited Accounts for the last Two years for open tenders.
  • Eligibility > Each Bidder shall only be considered for award of ONE contract only in this tender notice.
  • Eligible Road Contractors and those bidding under the AGPO group in the Region may obtain further information from the Regional Procurement Office, situated at the KeRRA Siaya Regional Office.
  • Certification of documents shall be original and executed by a commissioner for oaths.
  • Sworn Affidavits should have been sworn within 3 months of the Tender Opening Date.
  • Eligible bidders must be prequalified in category C of the constituencies they wish to bid, however, bidders for projects under Special Groups need no prior prequalification in the constituencies.
  •  Other Requirements are as specified in the respective tender documents.

 

ALL BIDDERS MUST NOTE:

1.       

Bind the document  before dropping in the tender box

2.       

Attach copies of supportive documents for all the requirements above.

3.       

Applications received after the closing date and time shall be rejected and returned to the applicant unopened.

4.       

The Authority reserves the right to reject any tender without giving reason for rejection and does not bind itself to accept the lowest or any tender.

5.       

Canvassing in any form will lead to automatic disqualification.

6.       

If the outer envelope is not sealed and marked as instructed above, the Authority will assume no responsibility for the misplacement or premature opening of the tender document.

7.       

If the outer envelope discloses the Candidate’s identity the Authority will not guarantee the anonymity of the prequalification submission, but this shall not constitute grounds for rejection of the tender document.

8.       

Failure to provide information that is essential for effective evaluation of the applicant’s qualifications or to provide timely clarification or substantiation of the information supplied may result in the applicant’s disqualification.

9.       

Applications not opened and read out at opening shall not be considered further for evaluation, irrespective of the circumstances.

10.   

Information relating to the examination, evaluation of applications and Recommendations for the successful candidate shall not be disclosed to applicants or any other persons not officially concerned with such process until approval to the successful applicant has been announced. Any effort by an applicant to influence the Authority processing of applications or approval decisions may result in the rejection of the applications.

Bidders must ensure that their completed tender documents are enclosed in plain sealed envelopes marked with Tender name and tender number and deposited in the relevant Tender Box situated at Kenya Rural Roads Authority Siaya Regional Office, or addressed to:

To be received on or before 17th October, 2019 at 10.00 am and the opening will take place immediately thereafter. Bidders or their representatives wishing to witness the opening may attend.

Bidders can bid for all the tenders but can ONLY be awarded ONE tender.
