SOUGHT CLARIFICATIONS

RESPONSE

a)

Historical Financial Performance (Section III-10) - Submission of audited Financial Statements including balance sheets, income statements, and cash flow statements to the Employer, for the last three (3) years.

1)     a.1 Average coefficient of Current ratio (Current Assets/Current Liabilities) ≥1.25.

2)     a.2 Average coefficient of Debt ratio (Total Debt / Total Assets) ≤ 0.5.

·        The page is not capturing reasonably the financial capacity of bidders. The best practice is to demonstrate by cash flow as per previous KeRRA bidding documents.

Please refer to section III-11 and III-12. This section refers to the cash flow requirements.  As the project is a Design and Build the Employer will be checking the Average Coefficient Ratio and Average Coefficient of Debt ratio to ensure that the bidder is not heavily indebted and can manage the risks inherent in such contracts.

However, to allow bidders to operate at the minimum acceptable debt levels the ratios have been adjusted as follows: -

1)     a.1 Average coefficient of Current ratio (Current Assets/Current Liabilities) ≥1.10

2)     a.2 Average coefficient of Debt ratio (Total Debt / Total Assets) ≤ 0.5

b)

Design General Requirements (Section IX Employer`s Requirement) –

Clause B(viii) proposes 30 units of HB loading while Clause D(iii) proposes 45 units of HB loading.

·      Please clarify on the loading

The loading shall be 30 units of HB and full HA + KEL.

c)

Design General Requirements (Section IX Employer`s Requirement) –

Clause D(vi) proposes 2.0m clearance from the 100-year return flood while Page VIII-25, clause 6.3 proposes 1.0m clearance from 50year return flood.

·      Please clarify on bridge clearance

Amend page VIII-25, Clause 6.3 first bullet to read as: “Bridge waterway area shall be designed to pass a 100-year flood with a minimum clearance of 2.0m below soffit of beam”.
