TENDER NOTICE

 

 (ADDENDUM NO. 1)

 

PROVISION OF MEDICAL INSURANCE COVER (INPATIENT AND OUTPATIENT) FOR KERRA’S BOARD AND STAFF MEMBERS - TENDER NO. KeRRA/08/38/01/ 2021 – 2022

Reference is made to the Tender Notice that appeared in the Authority’s website and the Local Dailies dated 9th August, 2021.

Interested Bidders are requested to note the following Clarifications and additional Mandatory requirements for the Tender for Provision of Medical Insurance Cover (Inpatient and Outpatient) for KeRRA’s Board and Staff Members – Tender No. KeRRA/08/38/01/ 2021 – 2022;

  1. Current Certified CR12 Certificate (dated within 6 Months before date of opening) from the Registrar of Companies. This should be provided with Identification Documents of Directors and all individuals listed on the CR12. (ID or Passport). For Corporate Directors, CR12 or its equivalent for the corporate directors, Identification Documents for the corporate Director and its directors MUST be provided.
  1. The Tender validity period shall be 140 days from the specified date of opening.
  1. Provide a Tender Security in the amount of 2,000,000. The Format to be as issued with the Tender Document and valid for the period specified under ITT 20.1. Alteration of the format shall lead to disqualification
  1. Bidders to provided evidence of year 2021 registration with IRA.
  2. Bidders must not have been declared ineligible by the PPRA as described in ITT 4.6
  3. Submit a written power of attorney authorizing the signatory of the bid to commit the Bidder Executed by a Commissioner for Oaths, in accordance with ITT 21.3.
  1. Declare conflicts of interest in accordance with ITT 4.3; provide a sworn-in affidavit executed by a Commissioner for Oaths specific to this tender.
  1. Errors in the Price Schedule will not be corrected. Bidders with such errors will be disqualified.
  1. Contingencies provided for in the Price Schedule must be indicated and will only be used as and when required but subject to the Employers written approval.
  1. All pages of the Tender Document MUST be Chronologically Serialized (this should be sequential in the format of 1,2,3,4,5…….) from the first page to the last page. Pursuant to ITT 13.1.
  1. Bidders are requested to replace the following under the Mandatory Requirements for both Underwriters & MIP Brokers:

“Provide confirmation of good claim settlement record for medical cover from at least five (5 No.) health facilities from each county”

With

“Provide confirmation of good claim settlement record for medical cover from at least one (1 No.) health facilities from at least 25 counties. (Provide Recommendation letter from health provider)”

  1. Bidders are requested to replace:

Provide professional indemnity insurance cover of a minimum of kshs.10 million (MIPs/Brokers should provide this from their proposed Underwriter)”

 

 

With

“Provide professional indemnity insurance cover of a minimum of kshs.50 million from any registered Insurance company/provider (MIPs/Brokers should provide this from their proposed Underwriter)”

  1. Bidders are requested to replace the following under the Mandatory Requirements for both Underwriters & MIP Brokers:

 

Provide a letter of credit worthiness from the insurance banker stating the exact credit in amount”

 

With

“Bidders are required to provide a letter of credit worthiness for Both the underwriters bankers and the MIP/Brokers Bankers”

  1. Bidders are requested to replace the following under the Mandatory Requirements for MIP Brokers only:

“Must have paid up capital of at least KShs. One Billion”

With

“Must have paid up capital of at least KShs. 500Million”

  1. Bidders are requested to amend Table 3 on Staff Population Combinations/ Category under Schedule A: Service Specifications to read as follows;

  1. Bidders are advised to download Addendum No. 1 from the Authority’s website kerra.go.ke.
  1. The submission dates for the Tender for Provision of Medical Insurance Cover (Inpatient and Outpatient) for KeRRA’s Board and Staff Members – Tender No. KeRRA/08/38/01/ 2021 – 2022 & Provision of Motor Vehicle Insurance Services – Tender No. KeRRA/08/38/02/ 2021 – 2022 has been revised from 27th August, 2021 to 31st August, 2021 on or before 11.00am.
  1. Completed tender documents should be enclosed in plain sealed envelopes, clearly marked with the Tender Name, Tender Number and deposited in the Tender Box located on Ground Floor, Barabara Plaza Block B, or be addressed and posted to the below address on or before the respective date and time given above.
  1. Bulky Tender Documents which do not fit in the Tender Box shall be delivered to the reception office located on the Ground Floor, Barabara Plaza, Block B.
  1. Opening of the bids will take place immediately thereafter (from the respective dates and time) at the Ground Floor Board Room, Barabara Plaza, Block B in the presence of the tenderers or their representatives who choose to attend.
  1. Bids not received at the submission venue by the closing date and time will not be accepted for opening and will be rejected and returned unopened.
  1. The Authority will strictly adhere to Government guidelines on management of COVID 19. Bidders who choose to attend the opening of bids ceremony are therefore required to only send one (1) representative. This will reduce on congestion and crowding of the opening venue.
  1. The Performance Security will be in the form of a demand Bank Guarantee" in the amount of 10% (Ten percent) of the Accepted Contract Amount.
  1. The Contract for this tender shall run for a Period of Two (2) years. The Contract shall commence from 5th November, 2021.
  1. All other information remains the same.
